The Global Carbon Project falls under the umbrella of non-governmental organizations devoted to environmental research. It operates with thanks to hundreds of scientists who volunteer their time and efforts to contribute to the development and execution of the implementation strategy.

The Global Carbon Project is an initiative of the Earth System Science Partnership (ESSP), which consists of the International Geosphere-Biosphere Programme (IGBP), International Human Dimensions Programme on Global Environmental Change (IHDP), World Climate Research Programme (WCRP) and Diversitas, an International Programme of Biodiversity Science. The GCP offices are supported by The Australian Greenhouse Office (AGO) and The Commonwealth Scientific and Industrial Research Organisation (CSIRO) in Australia and the National Institute for Environmental Studies (NIES) and the Ministry of the Environment in Japan.
